Among the many discussions built around drug policy reform, YouthRISE had the opportunity to participate in the Rome Consensus 2.0 Summit, held in Rome, Italy, from May 2nd to May 5th.

The Rome Consensus 2.0 Summit represents a crucial milestone in the pursuit of humanitarian drug policy reform, one that respects the rights of individuals grappling with problematic drug use while offering them the necessary tools, healthcare, and support. It recognizes the pressing need to establish comprehensive reforms that consider the diverse realities and requirements of different regions worldwide. The discussion during the occasion emphasized the negative consequences of discrimination, torture, and the denial of health rights and social support for individuals seeking assistance and a safe space within the context of drug use.

“The primary objective of Humanitarian drug policy is to save lives, alleviate suffering and maintain human dignity by fighting social, legal and cultural criminalization and stigmatization of people with substance use disorders.”

Ruby Lawlor, Executive Director of Youth RISE, represented the organization and had the opportunity to engage in vital discussions regarding the importance of integrating full-spectrum harm reduction strategies into drug policy reform dialogues. Lawlor stressed the significance of upholding human dignity while providing support to individuals in need. Highlighting the negative consequences of the ongoing war on drugs, she stressed the urgency to address human rights issues and promote a compassionate approach towards people who use drugs, calling all present stakeholders to act cooperatively.

The summit shed light on the fact that over 30 countries continue to impose death penalties on individuals involved in drug use, underscoring the urgency of implementing new drug policy reforms that prioritize the well-being and rights of affected individuals. Youth RISE remains committed to advocating for policies that address the intersectionality of class, race, and gender within drug policy discussions. Indigenous populations, people of colour (POC), and Latino communities continue to face significant discrimination and persecution in the context of the war on drugs. It is imperative to acknowledge these historical injustices and redouble efforts to mitigate the harm caused.

Overall, the Rome Consensus 2.0 Summit adds another step to the path that has been built upon creating a humanitarian drug policy reform that respects the rights of people experiencing problematic drug use, while providing them the tools, health care and support that they need.

Participating in the Rome Consensus Summit 2023 was a significant opportunity for Youth RISE to elevate the voices of young people and advocate for inclusive drug policy reforms. Ensuring meaningful youth representation in international events is an important step to fostering a compassionate and rights-based approach that acknowledges the diverse needs and experiences of people who use drugs. Promoting the space to share and listen to the needs and recommendations coming from young harm reduction and drug policy advocates promotes a future where all people are treated with dignity and provided with the necessary support to lead healthier lives.

Through its active engagement during the Rome Consensus Summit 2023, Youth RISE aims to drive international collaboration, raise awareness, and effect positive change in policies and programs offered to people who use drugs. By fostering dialogue, challenging discriminatory practices, and promoting evidence-based policies, the organization remains steadfast in its pursuit of justice, equality, and the empowerment of marginalized communities.
