About Noor Vissram

Noor Vissram, originally from Lisbon, Portugal, is a communications and policy professional based in Amsterdam, specialising in the fields of harm reduction, drug policy, and human rights advocacy, with background in Political Science with Public Policy and Governance. Noor has been at Correlation – European Harm Reduction Network (C-EHRN) for a year now, where she leads advocacy projects targeting EU and national policymakers, produces policy briefings and reports, and engages civil society organisations and institutions across Europe on drug policy reform.

Noor’s commitment to harm reduction is grounded in a belief in amplifying marginalised voices and driving systemic change through evidence-based advocacy and accessible storytelling. Alongside her work at C-EHRN, she writes for TalkingDrugs (Release UK), translating drug-related policy debates and lived-experience perspectives into articles. Her BSc thesis at the University of Amsterdam examined drug policy in Portugal, exploring regulatory models and their real-world implications.
